Hannibal Plant Environmental Manager Job Description

POSITION TITLE: Environmental Manager
REPORTS TO: Plant Manager
LOCATION: Hannibal Cement Plant
STATUS: Salaried Exempt
DATE: 03/23/2017

Objectives:
The Hannibal Plant Environmental Manager is responsible for compliance with all environmental regulations at the Hannibal, MO, Plant and the Owensville, MO, Clay Mining Operation. The Environmental Manager manages all policies, processes, projects, and activities related to compliance with environmental regulations at the two locations.

Organization Structure:
The Hannibal Plant Environmental Manager reports directly to the Plant Manager. The Environmental Engineer reports directly to the Environmental Manager.

Specific Accountabilities:

  • Executes responsibilities in compliance with plant rules, MSHA regulations, company policies, and the collective bargaining agreement.
  • Ensures appropriate reports, approval requests, and permit applications are accurate and timely submitted to the appropriate regulatory agencies.
  • Monitors and keeps records on the reporting responsibilities related to environmental regulations.
  • Sustains up-to-date expert knowledge regarding all environmental regulations that impact the Hannibal Plant and/or the Owensville Clay Mining Operation.
  • Serves as the primary liaison with regulatory agencies, including the USEPA and MDNR, on matters related to environmental compliance at the Hannibal Plant and Owensville Clay Mining Operation.
  • Investigates environmental incidents and complaints; recommends and implements any necessary corrective action related there to.
  • Oversees training required for regulatory compliance with environmental regulations.
  • Accountable for providing leadership, development, and coaching to individual performance of direct report to achieve business results.
  • Participates in community relations activities.
  • Supports environmental functions of Green America Recycling.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in Environmental Science, Engineering, or related field is required.
  • Five (5) or more years of experience in the environmental field.
  • Experience with 40 CFR Part 63, Subpart EEE – National Emission Standards for Hazardous Air Pollutants from Hazardous Waste Combustors desired.
  • Must be an effective communicator (verbal and written), building rapport with all members of the team including external departments.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Ability to pass pre-employment screening which includes physical, background check, and ten (10) panel drug screen.

Hannibal Plant Process Engineer Job Description

POSITION TITLE: Hannibal Plant Process Engineer
REPORTS TO: Production Manager

Objectives:
The prime objective of the Hannibal Plant Process Engineer is to lead plant discussions and investigations to improve throughput, efficiency, quality, and environmental performance. Through data analysis, field measurements, and conversations with employees, they are able to diagnose issues and develop solutions. Acts as an “influencer” able to move the plant towards greater performance.
Primary to the Process Engineer position is the coordination and participation in improvement of the Plant’s technical capabilities. The Process Engineer’s objectives are to initiate process optimization in collaboration with Quality, Production, and Maintenance to ensure maximum and efficient utilization of the plant’s equipment. This position has a requirement of elevating the technical knowledge and practices of all facets of the operation.

Organization Structure:
The Hannibal Plant Process Engineer reports directly to the Production Manager. The Hannibal Plant Process Engineer does not have any direct reports.
The Process Engineer is seen as a developmental position to provide a full spectrum exposure to cement plant operations. Successful incumbents may be considered for advancement opportunities into managerial positions.

Specific Accountabilities:

  • Makes positive contributions to the plant safety activities and initiatives.
  • Provides technical support to the plant’s production, quality, and environmental functions.
  • Understands strategies, priorities, and optimization techniques that assist the plant in attainment of plant and company objectives.
  • Evaluates operations, processes, and trends through the use of audits and systematic approaches.
  • Provides technical support on implementation of new equipment and/or new procedures including training of plant personnel as required. Serves as coach/mentor to other departments.
  • Ensures compliance with internal control procedures — communicating problems in operations, unwarranted deviations from established standards, and violations of policy or law.
  • Challenges daily main equipment operations set-points and practices in raw mix preparation, kiln operation, and finish grinding. Monitors and interprets the daily quality results.
  • Works with plant cross functional personnel, diagnoses process incidents in the field and determines root causes. Optimizes daily process by proposing modifications to the process parameters at all stages of the cement manufacturing process. Analyzes process records and create daily reporting using IP21 and other process tools.
  • Organizes and completes audits of raw mill, pyro processing, and finish grinding in autonomy. Identifies deviations in process operations and proposes/validates corrective actions.
  • Interfaces with vendors, contractors, and engineering firms whose functions are to provide project support with engineering and technical know-how associated with capital project installations. Works with equipment designers/manufacturers in the determination of equipment specifications for plant improvement and expansion projects.
  • Develops process and manufacturing improvement proposals.
  • Establishes, monitors, and maintains standard operation procedures needed to solve typical process and systems problems encountered in the plant.
  • Identifies environmental constraints and impact on operating permits associated with modification of process, fuels, and/or raw material changes.
  • Maintains a database containing the “base line” capabilities of all current equipment and processes.
  • Promotes new ideas and technologies in the process.
  • Coordinates process related activities occurring at the plant
  • Provides technical assistance as required by other plant departments.
  • Maintains compliance with MSHA and environmental laws and regulations.
  • Assists Environmental Manager in management of plant issues (PSD, SWPPP, MACT, etc.) through record keeping, instrument maintenance, and testing.
  • Collaborates with control room operators, shift supervisors, coordinators, managers, corporate engineers to analyze problems and improve operations.
  • Other duties as assigned.

Qualifications:

  • Minimum of a Bachelor’s Degree in Chemical Engineering.
  • Minimum of five (5) years of cement plant experience.
  • Above average computer skills.
  • Ability to communicate effectively both verbally and in writing.
  • Must be able to work as a part of a team to ensure continuous improvement in their functional area as well as the overall plant operations.
  • Solid understanding of thermodynamics, fluid mechanics, chemistry, physics and mathematics.
  • Must be able to meet on-call responsibilities in a 24/7 operation.
  • Must have good leadership skills.
  • Must display good employability skills (attendance, job performance, attitude, willingness to work, etc.).

Hannibal Plant Production Manager Job Description

Objectives:
The prime objective of the Production Manager is to coordinate the work activities and resources necessary to produce cement in the most efficient manner possible. The Production Manager closely partners with the Process, Mining, Quality, Maintenance, and Shipping departments to execute the cement manufacturing process.

Organization Structure:
The Production Manager reports to the Plant Manager.

Specific Accountabilities:

  • Owns the responsibility for leadership and management of the Production Department.
  • Optimizes performance and operations of all plant equipment.
  • Maximizes utilization of alternative fuels and alternative raw materials.
  • Takes a leadership role in the training of all production personnel.
  • Has ownership of the Production Department budget to ensure that required resources are available and used in an efficient manner.
  • Develops processes to closely track production, quality, and control systems.
  • Confers with technical and processing staff to resolve production and process problems.
  • Maintains production and environmental records.
  • Maintains excellent lines of communication with other plant departments.
  • Manages projects including, but not limited to, projects during plant shutdown by providing necessary resources and directing the activities of staff and outside contractors.
  • Participates in employee relations including the resolution of employee grievances.
  • Performs all duties in a safe and professional manner in conformance with plant rules and policies.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s Degree in Chemical Engineering or related field.
  • Five (5) or more years of cement production experience.
  • Must be able to be on call to respond to production problems at the plant.
  • Strong time management skills to manage one’s own time in addition to the time of others.
  • Preheater/Precalciner cement manufacturing experience strongly preferred.
  • Ability to effectively and persuasively communicate both verbal and in writing.
  • Strong leadership skills.
  • Must display good employability skills (attendance, job performance, attitude, willingness to work, etc.).
  • Ability to pass pre-employment screening which includes physical, background check, and ten (10) panel drug screen.
